Simply add the IP addresses in the file:
/home/sipprot.blacklist

Only one IP address per line is allowed. Lines starting with the # character will be ignored. It is also possible to add a network range to it. Here is an example of a blacklist file:

nano /home/sipprot.blacklist

192.168.1.1
192.168.1.2
192.168.1.20/30
